I have many questions.
This is not a parish of the Diocese of La Crosse, and as far as which Eastern Rite jurisdiction it might fall under (assuming it did), that would be anyone's guess.  Eastern Rite parishes normally specify which rite it is (Melkite, Ukrainian, etc.).

If I had to guess, it's probably a proto-parish established by some priest or group, probably with irregular orders (Old Catholic, autocephalous Orthodox, again, anyone's guess), similar to that bunch in New Jersey (?) with African priests.

I recall reading, in my youth, something that described the apparitions chapel there as being "Roman Catholic Ultrajectine".  I couldn't figure out what that meant, and thought it referred to being "thrown out" of the Church, not knowing that Ultrajectum was the Latin form of "Utrecht".
