Yes, the Orthodox might be considered "Pelagians" due to their attachment to liturgical tradition.
Pope Francis, like his predecessors, is always looking for a new thing. He just wants to take the church in a new (new, new, new) direction. I think the Orthodox are just laughing at him behind his back but they are smiling at him if his extended hand has an envelope with a large wad of cash stored inside it.
And notice how he refers to the schismatic as the successor to St. Andrew "the First Called" ... almost as if he's yielding a kind of primacy.
