Is there a route by which one can do this?

Specifically among Papal docuмents, what interests me at the moment is: an allocution of Pius IX to French pilgrims on May 5, 1874, in which the Pope spoke of the folly of universal suffrage.

I have had no success at all in locating it. Anyone who is competent and might care to enlighten me, thank you in advance.
