    Paul VI went on to implement it by force EVERYWHERE with a fixation and punishment for those opposing that implementation. Only a non-pope can be allowed by God to do such a thing using all the usual organs of the Church.

  • Paul VI said no such thing.  He stated that it did not solemnly define anything, not that it wasn't binding.  At no point has the Ordinary Universal Magisterium (into which category Paul VI placed V2) been considered non-binding for Catholics.

    I lived through Vatican 2 and its aftermath. PPVI ratified each and every
    docuмent using solemn language binding all Catholics.
    Except I do not believe PPVI was the Pope, and Vatican 2 docuмents
    are full of errors such as Catholics and Moslems worship the same
    God. And God's covenant with the Jєωs have never been revoked.
    PPVI never reversed positions up to the day he died in 1978.
