Bergoglio will make the changes in practice and gradually and not based on some 130 page docuмent that no one will read.  He's actually had a few setbacks in his attempts to minimize papal authority since in practice he's had to strong-arm all the bishops into dropping the Tridentine Mass.  So Bergoglio still finds papal authority convenient for promoting his agenda.  Of course, if you're a Modernist or pro-sodomite, who likely doesn't believe in or respect papal authority, he'll never exert it against you.  He only uses it to stomp on Traditionally-minded types that actually still believe in papal authority.
