Catholic Church says a divorced individual shouldn't receive communion.

This is false, and has never been the teaching of the Church.  If a person is divorced and remarried, then then should not receive communion, as they are committing adultery.  If a man is divorced because he ran off and left his wife and children, then he should not receive communion because he is neglecting his duties as a husband and a father.

If a wife is divorced because her husband abandoned her, and she remains celibate, then she has committed no sin and may receive communion.
