In all fairness, under the Novus Ordo regime of requiring pre-printed, personalized offertory envelopes to be placed in the collection basket every week, to be considered an "active parishioner" (for school tuition subsidy and other things), "who attends and who doesn't" can already be tracked, though not at the level of individual Masses (unless it is a small parish with only one Mass).
Back in the days when the Church operated the way it was supposed to, such "religious hall passes" weren't needed. Vocations were abundant, there was a huge supply of priests and religious to teach in the schools for minimal cost, and Catholic schools tended just to furnish basic, solid education, not all the "bells and whistles" they have to offer today, to attract non-Catholics who want a private alternative to the public schools. (Hey, just tell it like it is! And don't discount that many parents send their children to Catholic schools to avoid the, ahem, "urban problems" you have in the public schools --- including many black families themselves!) You could donate a dollar a week, if that's all your means allowed, have ten children, and send them to Catholic school for free (or at least that's the way it was in my diocese, mid-1970s). Non-Catholic students were allowed to attend for minimal cost, IIRC it was $300 per year. Pocket change. And nothing was watered down. You go to Catholic school, you get taught the Catholic Faith, if that's not to your liking, find another school.
How far things have gone down to s**t in such a short time...
