Assuming the whole pouring of water was administered as pictured above.

That's definitely doubtful..the top of his hair looks pretty saturated but you just can't know if any water actually flowed on the skin
But if he's not actually going to join the Catholic Church, it would be better if invalid

I'd say no as the water is only in contact with his hair, according to the photo, and because he has a shaggy mop there ain't no way that water is cutting through to the epidermis below. lol

The article says it is a baptism at Notre Dame University Sacred Heart Basilica.
Whoever that minister is has probably formed a habit out of his sloppiness or ignorance - take your pick.
So, for better or worse the article isn't actually good news at all.
All those people should be tracked down and need conditionals administered as they are now all tainted with positive doubt (assuming he didn't do some weird thing like pour it on their hair once, then had them turn so he could hit the forehead, or he dunked their whole head under, etc.)

He has been there as "Rector" for over 7 years...

I seriously doubt that this priest ever absorbed much in the way of sacramental theology. Possibly views his priesthood more as a social service ministry or something like that.
