Whenever a government agency, be it a secular government or a church government, publicly declares that it is "opening an investigation", I always get the impression that the results of the "investigation" are pre-determined.
My question, because the title of this topic and the opening post seem to say two different things, is:
Is the Vatican opening an investigation or are they making the archives available to those who wish to investigate?
