In his Autobiography +Thuc talks about the very meager means he had to provide for his flock. He accomplished most of his building projects: seminaries, residences, and University, by acquiring useless pieces of property that nobody wanted like sandy barren land, swampy land,land in the boonies, and an old Saigon cemetery that everybody used as a latrine due to lack of public restrooms. He was then able to turn these properties around and make them work for his projects. Also, it was not his idea to build a Catholic University, Rome ordered it. The country was impoverished, and no other Bishop would take on the project, so he volunteered, not knowing how it would be accomplished, solely trusting in prayer and God's Providence.
