Although not explicitly mentioned, Paul IV's 1559 'cuм ex Apostolatus Officio' was aimed primarily at England's Elizabeth I, who had just recently acceded the throne. Her predecessor Mary I had returned England to complete obedience to the Holy See, and Paul IV was initially hopeful that Elizabeth would allow that to continue. It wasn't to be, however, as Elizabeth quickly returned the country to the position it had been in at the end of her father's reign (i.e. Henry VIII). Not protestant exactly, but a unique form of 'Anglo-Catholicism' that initially satisfied few of her subjects. Catholics hated it for obvious reasons, but what is less well appreciated is that most protestants hated the Church of England too, and it was only the coercive legislation throughout Elizabeth's 45 years on the throne that enabled the CoE to bed-in and become the established religion of the country.
