As were voiced in 1512 at the Lateran Council

SESSION 2

AT THIS PRESENT TIME
17 May 1512  

                                        Vatican II
[The quasi-council of Pisa is condemned, and everything done at it is declared null and void. THIS PRESENT DAY Lateran council and whatever has been rightly done at it are confirmed]

Servant of the servants of God, with the approval of the sacred council, for an everlasting record. We intend, with the help of the most High, to proceed with the holding of this sacred  council which has now begun for the praise of God, the peace of the whole church, the union of the faithful the overthrow of heresies and schisms, the reform of morals, and the campaign against the dangerous enemies of the faith, so that the mouths of all schismatics and enemies of peace, those howling dogs, may be silenced and Christians may be able to keep themselves unstained from such pernicious and poisonous contagion.

(only posting this to complete the historical context)

Although not explicitly mentioned, Paul IV's 1559 'cuŠ¼ ex Apostolatus Officio' was aimed primarily at England's Elizabeth I, who had just recently acceded the throne. Her predecessor Mary I had returned England to complete obedience to the Holy See, and Paul IV was initially hopeful that Elizabeth would allow that to continue. It wasn't to be, however, as Elizabeth quickly returned the country to the position it had been in at the end of her father's reign (i.e. Henry VIII). Not protestant exactly, but a unique form of 'Anglo-Catholicism' that initially satisfied few of her subjects. Catholics hated it for obvious reasons, but what is less well appreciated is that most protestants hated the Church of England too, and it was only the coercive legislation throughout Elizabeth's 45 years on the throne that enabled the CoE to bed-in and become the established religion of the country.

  From your reality with no priests, no bishops no seminary I can understand you saying that!

The rest of us who have bishops, priests, and seminaries and still the Mass, Sacraments, we can hope for the resurrection of the Church as Christ has resurrected from His death when His enemies believed it was a done deal also.  

Vain?  Not sure about that, not as sure as you are. 

I do agree with you that his seat is automatic empty but the Office is still there as God promised.
