I had gathered that he was set up by someone in Parliament to make Catholics look bad.

One plot accusation after another. Before that one there was the "Babbington Plot" that ended up having the uncrowned true legitimate Queen of England, Mary Queen of Scots. Then later on there was the "Titus Oates Plot." Even the American Revolution was a setback for Catholics England since things were orchestrated to end up having the two Catholic nations of France and Spain aid the Americans which ended up causing George III to have disdain for Catholics, whereas before he was closer to being more favorable to them.

Before he converted to the Church, Hugh Ross Williamson wrote about how the "Gunpowder Plot" was likely a conspiracy of the Government against Catholics, rather than a conspiracy of Catholics against the Government. Maybe God was moved to reward him for his honesty in writing the book by giving him the grace to convert.

Plot was run by R Cecil-- PM to James. He was the son of W Cecil( Lord Burliegh)-- PM under Eliz.

No Gunpowder was ever found under Parliament.
