Yeah, it would honestly be better if they just kept the dispensation.  That way SSPX/Resistance/R and R priests (I'm leaving aside sedes for obvious reasons here) could be like "OK, strictly speaking its not a mortal sin not to come but you're really gonna hurt your soul if you don't, you'd be doing yourself a disservice."  Whereas I don't even know what the current law *means*
