“Evil” as in demonic? No!
A low level of greed or perceived need to appear technologically savvy, yes. Maybe someone at Econe is a techy and truly thinks people will find it convenient? That’s entirely possible because the majority of people there will probably be under age 60. They never functioned as a full adult in the pre-digital world. 
Now, if you don’t own an iPhone, I wonder if they’ll take cash, check, or credit card?  Can you fly if you don’t own an iPhone? All I have is this decade old tablet that won’t update or load new apps. I own a dumb cell phone, circa 1999.
Need I say I will not be going to the consecrations.

You might forget about your left over money 10 days later, and forfeit it.

Likely you are correct. To those who can afford to fly all over the world, it won’t much matter to lose, say, $150 because they forgot. Those who live nearby, are not well off, and/or have a connection to the SSPX will probably not forfeit their money. Others may wish to use any leftovers for a donation.  Agree with their policies and stand on various issues, the SSPX supplies Mass and Sacraments to probably tens of thousands of people around the world. The leadership has become too worldly and close to Rome for my taste. That is dangerous to the faith of some. Nonetheless, there are still enough old-timer priests pocketed here and there who are holy men, who have the Faith without pretense. They’re the priests nobody hears about!

Cash and check will be out of the question because check incurs hefty transaction fees while cash will be very inconvenient should change be needed. Perhaps credit card will be better but the greedy Visa and Mastercard transaction fees for a rare event as this may be cost-prohibitive.
