There were many Papal indults that dispensed people from a certain country or a certain diocese from this or that fasting or abstinence day. It is very difficuld to find this kind of information online. I don't know the practical rules for Sedevacantists these days, since these indults changed from place to place. You basically have to find out what was the situation on your area when Pius XII died, which is quite tricky.
I would think it would be consistent for sedes to follow the calendar changes by Pope Pius 12th since they believe he is a  valid Pope then they should also submit to his decisions.

I agree, but many don't. The Holy Week and the 1955 simplifications to the calendar are usually not followed, which is funny because it's a kind of "Sedevacantist R&R". They choose what Pius XII reforms they like and ignore the rest.

As far as I know the CMRI is the only group which is consistent in this area. They follow all the changes that Pius XII did. I don't know if they also ignore the octaves, which Pius XII destroyed in 1955, if I am not mistaken.

The rule is two-fold:  1) after the feast of the holy cross.  2) the third  FULL week. 

Last week was the 3rd week of Sept but not the 3rd FULL week.  A full week has to start with Sunday. 
Interesting, my calendar had ember days this week, yet the feast of the Exaltation of the Holy Cross was also this week.

They are quite picky and choosy. I recently watched a video with +Sanborn and he was explaining his disagreements with the post 55 holy week. He talked about how Bugnini was involved in the changes under Pius XII. But regardless who was involved, the Pope still approved the 1955 Holy Week. 

He also made a comment about how RCI priests are not allowed to use Gothic vestments and can only use the Roman fiddleback style. He said that the gothic vestments carry modernist and "anti-Rome" connotations, which I found quite odd.

In my calendar too.  Today is Ember Saturday.  Only the 1962 calendar will have them next week as tomorrow will be the 3rd Sunday of September in the 1962 Breviary.  Pre-62, and since the year dot, tomorrow will be the 4th Sunday.
