INTERLOCUTOR 1 WITH A WORTHY REPLY TO THE ABOVE CITED COMMENTER: Thirty six, in my opinion, is around the time when someone reaches a sufficient fullness of wisdom, so I think it a good time to become bishop.

Why now? Because hopefully the next generation has been supported by and stood on the shoulders of the previous generation to reach new heights and do greater things. Young, fresh souls are more likely to take action instead of getting complacent and slothful.
I also think the next generation seems to be much less divided than the older generation. I personally see much more "trad ecuмenism" amongst the younger clergy and laity, and they seem to have a much less sectarian mindset. There is the tendency to give other people more grace and leeway, and hopefully that will foster more working together and unity.

From your lips to God's ears ....

Maybe the "inexperienced" have more experience than we give them credit for.
