So, Bugnini was working AGAINST Paul VI, who then used his authority to implement the fruit of labors that were AGAINST his wishes, and did NOTHING to undo any of this for the next 8 years or so?
Is that about right?

That would be my first question. Why then did Pope Paul VI sign the new Missal into action??
I have heard that Paul VI did reject some of Bugnini's suggestions such as getting rid of the Roman Canon and revising the Rosary.
So perhaps the final NO Rite was a watered down version as opposed to 100% of what Bugnini wanted.

I always will believe that Paul Vl knew what he was doing when
he forced the novus ordo missae, including the revisions to the
sacraments upon the church. He was a liberal, a modernist, and
an apostate pope.

The mountains and mountains of proof 9/11 was inside job apparently escapes you (Bishop Williamson believes USA Govt pulled off 9/11).
