no he did not and he was weak in that regard. Perhaps he didnt want to give a culty impression that people will never save their souls if they are in the Novus Ordo. What ever the case, he acted on it, by consecrating Bishops. And that's what counts.

So people can seethe all they want. It wont make something true, untrue.
