This is a gross mischaracterization.  If you read closely, Jorge said "yes" to blessing same-sex "unions" and "not yet" to women priests.  He did not say "no," but that it needs more study.

If you recall Fernandez' comments, Jorge wants to introduce stuff gradually so they become "irreformable", taking a "boil the frog" tactical approach to introducing changes.  He'd undoubtedly start with female deacons, get everyone used to them, and then after those changes have sunk in and become impossible to root out, and people's minds acclimated and desensitized to having female "clergy", he'd then be able to introduce the notion of female priests.  Jorge realizes that he might have an open revolt on his hands, so he wants to boil the frog over time.
