"The Sacred Congregation for the Doctrine of Faith has made known that in view of the Declaration presented to the Holy Father on 11 July, 1984, in which H.E. Abp. Martin Ngo Dinh Thuc publicly retracted  his previous errors including also the Sacred ordinations illicitly conferred, the Supreme Pontiff was graciously pleased to absolve him from the censures incurred.  It is to be noted that this absolution is not extended to those illicitly ordained by him."

It can't be true that he both signed the doc in Missouri, and it was presented to the pope the same day in Rome in 1984.

It is a fact that the 2 sources contradict each other. 
Thank you Trento for that link.  Without the caption in Vietnamese, it would not have been possible to prove this.

An error in dates does not prove that it was not true at all.

Was Archbishop Thuc under duress?

Perhaps he bilocated to be at both locations? 
Or maybe this was just more Roman fake news?

And lastly, your idol, +ABL celebrated the "new mess" for 20 months before going full bore "trad" and even then he violated St. Pope Pius V's Quo Primum by accepting the Bugnini/Montini 62' missal that butchered Holy Week.
