Also, is there anything in the Apocalypse or the rest of Holy Scripture that speaks about a restoration?
Not directly, but the Church Fathers wrote volumes and volumes on the "end times" (which includes our time), and they all agree that there are certain things which must happen before anti-Christ comes. I gather this comes from oral Tradition and the Apostles than Scripture, because if you remember, there was NO scripture until the 400s. So all the Church Fathers had was what they learned from the Apostles.
.
Here are 3 things which haven't happened, but will, before anti-Christ comes:
1. The gospel will be preached to the whole world, and all nations will proclaim Christ.
2. Return of Holy Roman Empire, the 3rd iteration. (This ties into the Holy Monarch, since 95% of the world right now is not a monarchical govt).
3. St Paul's prophecy of the "great falling away" where the once 100% catholic world (save for some joos) will apostasize and follow the 'man of sin'.
.
But how will the Antichrist come and gain such power if there will be such a great restoration?
In my view, there's a general and a specific answer to this question. The general answer is that human nature is weak, the memory is short and (as history has shown us) when God grants civilizations "good times" of plenty, peace and prosperity, then these civilizations become pleasure-seeking, sinful and lukewarm in religion.
.
The specific answer is shown by the recent history of America. We came out of the horrors of WW2 and it wasn't less than 20 years later and the 1960s started a drug/sex revolution where morals were discarded on a grand scale. We went from a society totally changed by war, and then we had the prosperity of the 1950s (the "catholic 50s") and what happened? That generation gave into V2 and this paved the way for the greatest loss of faith the world has ever seen (which was, in my opinion, a precursor to the times of the anti-Christ). I've talked to many, many people of that generation - some were tricked by V2; most actively wanted an "easier church" and a "less strict" moral code.

Many prophecies tie directly into the Apocalypse when they explain that there were 10 kings which ruled the earth and the anti-Christ corrupted 7 of them, who then defeated the other 3. This ties into prophecies that after the Holy Monarch dies, his kingdom is split up and ruled by different kings.
