Are Papal Elections Inspired by the Holy Ghost?

Catholics have always been given to believe that the straightforward and honest running for the Papal Throne is considered rather bad form in the higher reaches of the Roman Catholic Church, and the laity in their innocent ignorance have so believed.
Candidates are not encouraged to stand up and announce publicly what their program or platform will be.  In theory, there is no canvassing, no lobbying, no pressure group. As will be seen from the happenings in recent conclaves, however, in practice there is all of this and much more.  In theory, the cardinals gather in secret conclave and wait for the Holy Ghost to inspire them – just as Roncalli, alias John XXIII, later claimed inspiration for convening Vatican II.  But, as the days went by, phone calls, secret meetings and pre-election promises, ensured that the Holy Ghost was being given considerable assistance.
The cardinals gather in secret conclave and wait for the Holy Ghost to inspire them? Consider the following scenario :  Pius XII is pope: Montini is his pro-secretary of State: Roncalli is Papal Nuncio in Paris: the Pope suppresses the “Worker Priest” Movement in France because far from reclaiming the workers to the Church, all of the 200 “Worker Priests”, themselves, lost their faith; but Montini and Roncalli, in collusion, secretly encourage the movement and keep it alive against the order of the Pope.
Also, about that time, the Archbishop of Riga (Latvia) writes to the Pope saying: “Do you know that Montini is conspiring with the Communists behind your back?” The Pope sacks Montini and posts him to Milan as Archbishop.  
For centuries, it has been the custom for the Archbishop of Milan to be a Cardinal but the Pope – who is in very poor health and, not expecting to live much longer – does not give Montini the red-hat in order to ensure that he will not be eligible for election to the Papacy at the next conclave. Pius XII dies (1958) and the red-hatted mafiosi are in a quandary because they want Montini, the ‘Modernist-Liberal’, to be the next pope. But, alas! he is not a cardinal and so not eligible for election.
What to do? Ah! They hit on a stratagem: they will elect Roncalli who, being old, has not long to live and is a great friend and admirer of Montini, and who will give him the red hat. Sure enough, on election, Roncalli’s first act of his pontificate was to make Montini a cardinal, and so, as conspired, it came about that after Roncalli’s death, Montini was elected Pope.
Perhaps you think these statements are without foundation. Well, here is evidence that should be acceptable even to the hierarchy, clergy and laity of the Vatican II supporters. The late ‘Cardinal’ Heenan of England – a true-blue product of Vatican II – In his book  A Crown of Thorns (p.360) makes this remarkable statement:
“There is no great mystery about Pope John’s election. He was chosen because he was a very old man. His chief duty would be to make Monsignor Montini of Milan a cardinal so that he could be elected Pope at the next conclave. This was the policy of the cardinals and it was carried out precisely. That will present no problems to posterity.”
If the last sentences mean what they seem to mean, are we being told that Msgr. Montini’s election as Pope was pre-arranged and decided upon even before he was a cardinal? As I have said above, he was the first cardinal John XXIII created. Indeed, it was the very first official act of his pontificate. We are supposed to believe that papal elections are under the guidance of the Holy Ghost. Was it to prevent him (Montini) from ever having a real chance of becoming Pope that Pius XII declared that never in his lifetime would Montini become a cardinal?
Notice what Heenan says about ‘Pope’ John’s election: “He was chosen because he was a very old man.” What strange grounds on which to choose.  And then: “His chief duty would be to make Msgr. Montini of Milan a Cardinal so that he could be elected Pope”.
Surely a Pope’s chief duty is to be a true shepherd, to protect the true Catholic Faith – and certainly not to be a party to a “rigged” election of a future Pope!
At a papal election, cardinals take an oath before depositing their ballots. This oath, contained in Pope Pius XII’s Vacante Apostolica Sedis reads: “I call to witness Jesus Christ, who will judge me, that I am electing the one who I judge according to God should be elected.”  Was this sacred oath honored by those cardinals who elected Roncalli according to a pre-arranged under-handed plan?
Here is another scenario for consideration.
In the run-up to the conclave that elected Montini as Paul VI, the central issue was whether the “Modernist-Liberal” work of John XXIII would continue, or whether the papacy would revert to the traditional, orthodox ethos of Pius XII. The “Modernist-Liberals”, needing a safe place to debate strategy, Cardinal Lercaro, one of*the ‘liberal’ (= heretical) front-runners for election, asked Ortolani to host a meeting which was held at Ortolani’s villa a few days before the Conclave.   Ortolani was an Italian lawyer, businessman and a close associate and second-in-command of one Licio Gelli who controlled P2, a Masonic organization which had penetrated far beyond Italy and even into the Vatican.
This meeting was attended by a large number ‘of “Modernist-Liberal” cardinals, including Suenens of Brussels, Doepfner of Munich, König of Vienna and Alfrink of Holland who, with other “Modernist” cardinals, bishops and theologians from countries situated along the river Rhine, exerted a predominant and powerful influence over  (and forced their heretical views on) the so-called “Fathers of the Church” at the Second Vatican Council. (cf. The Rhine Flows into the Tiber  (by Rev. R.M. Wiltgen, S.V.D., March 1967: Hawthorn Books. N.Y. City).
This highly secret meeting was the single most important factor in what subsequently occurred in the Conclave. It was agreed that if Lercaro’s very considerable support should prove insufficient to get him elected, then his votes should ‘swing to Montini. Thus, on the third ballot, Montini suddenly found himself twenty additional votes nearer to the papacy, which he eventually acquired.  Within months of his election, the new “Pope” bestowed on Ortolani the Vatican award of “Gentleman of His Holiness” and, later, several other honors and awards.
Does this scenario of low, vile intrigue, connivance, collusion and treachery of the hierarchical mafia led by the liberal (.=heretical) gang of Suenens, König, Doepfner, Lercaro, et al, in any way lend credence to the canard that the Conclave that elected Montini was “secret” and “inspired by the Holy Ghost”?
To thus make a mockery of the Third Person of the Blessed Trinity, in this vile fashion, is to be guilty of the unforgivable sin. But, then, the Vatican II Mafia does not believe that the Holy Ghost is God for, in the fourth Eucharistic prayer which they have concocted for their Novus Ordo Missae (New Mass) they state categorically: “Father in heaven, you alone are God . . .” (emphases added), thus excluding the Son and the Holy Ghost from the Trinity Godhead.
Who do these arrogant clerics think they are? Do they take us for fools? Because Christ compared the faithful to a flock of sheep with Himself as the Divine Shepherd, do these false shepherds, these ravenous wolves in sheep’s clothing think we have ovine minds?
