Being [Novus Ordo], his consecration is doubtful, as was his ordination.
Indeed: A "
transitional deacon" in 1993, then a "
priest" in
1994, by "Holy Cross Archbishop James McDonald"[‡].
Certainly now (altho' possibly earlier) Modernist Rome has reached a problematic milestone: A
Novus Ordo bishop-elect who was
born completely
after Vatican II: June 28,
1967 [†]. Therefore born after Pope Paul VI approved
Sacrosanctum Consilium (Dec. 4, 1963), the especially tedious
Ecclesiam Suam (Aug. 6, 1964) (papal guidance substantially ignored by V. II, which Paul VI had reöpened 10 months earlier), and
Nostra Aetate (Oct. 28, 1965).

Note ‡: Presumably "Archbishop James Hector MacDonald,
C.S.C. [:] Archbishop Emeritus of Saint John’s, Newfoundland". <

only "Archbishop MacDonald" who seems to fit: "
C.S.C." is the Latin designation for the fathers of the
Holy Cross (i.e.: "C[ongregatio?] Sancti Crucis"). Born 1925; "Ordained
Priest"
1953, but
"Ordained Bishop" 1978 (N.B.: not "
consecrated").
