I don't recall that Bugnolo called PBXVI "the greatest pope ever."  But I know this, that all of you who are associated with any of the traditional Catholic movements today, including SSPX, FSSP and the "Resistance," excluding, of course, the sedevacantists, recognized B16 as the true pope when he was in office.  You also recognize Francis as a legitimate pope right now.
Well, just go to about the 2 minute mark and you will hear it. And yes, I recognize the current pope as pope, but to say PBXVI was the greatest pope ever really is crazy talk.

I went back as you instructed.  What Bugnolo asserts is tha B16 was the greatest pope ever "from the point of view of reform."  One has to listen further to know what Bugnolo meant.  Bugnolo says that B16 was greatest pope ever from the point of view of reform, not necessarily the greatest pope ever from all perspectives.  Because, certainly, he wasn't.

I wonder what beneficial reforms he had in mind?

Quite honestly, I can't think of any.

Same.  Was he thinking of the Motu?
But that would be fake reform.
