A very important point to keep in mind is that Fr. Khoat had made first contact with the hostage Pope Gregory XVII on June 14th, 1988. He brought in his trusted colleague Monsignor Carlo Taramasso that same day. Over the next days, others would be brought in too, to help the captive pontiff operate the true Vatican "underground".
His Holiness' trusted servants would then go to various places around the world to help raise support for a military type rescue of the Hostage Pope. (In 2008 details about this tactical mission were hoped to be released, yet, were not, as it was learned people lives could be put at risk. The faithful need to support the One Church's Leaders).

An outside viewer would see Cardinal Siri of Genoa (in union with John Paul II) meeting Italians and praying at a Vatican II altar.
In reality, His Holiness must be elated inside, as he had just made lawful Cardinals who were given specific directives to help bring the triumph over evil. Pope Gregory XVII is PRUDENTLY carrying on like a hostage.
Traditional clergy and layman were contacted in Europe and America (including Ohio). The hostage Pope expired (was killed) on May 2, 1988.
