It doesn't say anything about prior popes. It says the rules have become more lax. The 1983 Code of Canon Law abolished 141 canons of the 1917 Code regulating beatifications and canonizations. John Paul II abolished the "devil's advocate." The number of necessary miracles has decreased, too. Read what the 1917 Code said (https://encrypted.google.com/books?id=2XbtF6Y21LUC&lpg=PP1&pg=PA647#v=onepage&q&f=false); you'll see there are many "NA"s in the cross-references to the 1983 Code.

1917 CIC Canons 2042 ff. ("On the review of the writings of the Servant of God") is pretty interesting; they were incredibly careful and diligent! These canons, too, have been abolished in the '83 Code.

Wotyła would've never become Servant of God if they actually scrutinized his anti-Thomistic writings.
