I'm not so sure.  They explicitly call themselves Roman Catholic.  They have an explanation about why the "New Mass" is Protestant.  They speak about how they do not have ordinary jurisdiction but only supplied.  They cite Quo Primum.  Given their devotion to St. Alphonsus and the Redemptorists and these other points, they don't smell Old Catholic at all.  They sound like they have Traditional Roman Catholic sentiments.  They're definitely an interesting group.  They obviously got their orders through the Old Catholics, but I'm not feeling the Old Catholic vibe here.  That article where it calls him an Old Catholic prelate was from 2009, and I didn't see the term Old Catholic anywhere on their website other than where he got his orders from.  Did he shift from Old Catholicism to a more Traditional ROMAN Catholicism (as they refer to themselves on the website)?  That's the way it appears to me.

I might drop them an e-mail and see if I can engage them in a bit of discussion.
"Old Catholic" is way more liberal than the VII sect in a lot of ways, black people splitting off from this is unsurprising. LMK what he says in an email, pretty curious.

That's how it seems.  It comes across as similar to Bishop Patrick Taylor's organization in West Virginia, in which he received orders through either some kind of Orthodox, Old Catholics, or both, and put them to the service of traditional Catholicism, or, for that matter, the way that Francis Schuckardt got orders from the Old Catholics (via Daniel Brown).

It's possible that he was conditionally consecrated by a Trad Catholic bishop. It would be interesting to see who.
