I can't account for that, if you're talking about the Milwaukee Sentinel-Journal article.  The women appear to be largely Hispanic, it's possibly a cultural thing, maybe "just not knowing", or it might be that the organization appears still to have been specifically Old Catholic.  Looking at one of the videos, the women in the choir did have white veils on.  It's also worth noting that there is a large black presence, and most of their clergy are black, and proper headwear is a huge thing among black American churchgoing women --- drive by any black Protestant church in the South when worship services are letting out, and you'll see what I mean, it's really quite inspiring, compared to Novus Ordo ways.

I knew a Black bishop briefly in Kansas City who, by the way he dressed, could have been mistaken for a Traditional Catholic bishop and who loved his episcopal bling.  He was some flavor of Protestant, and they just basically decide to become bishops on their own.

I'm not so sure.  They explicitly call themselves Roman Catholic.  They have an explanation about why the "New Mass" is Protestant.  They speak about how they do not have ordinary jurisdiction but only supplied.  They cite Quo Primum.  Given their devotion to St. Alphonsus and the Redemptorists and these other points, they don't smell Old Catholic at all.  They sound like they have Traditional Roman Catholic sentiments.  They're definitely an interesting group.  They obviously got their orders through the Old Catholics, but I'm not feeling the Old Catholic vibe here.  That article where it calls him an Old Catholic prelate was from 2009, and I didn't see the term Old Catholic anywhere on their website other than where he got his orders from.  Did he shift from Old Catholicism to a more Traditional ROMAN Catholicism (as they refer to themselves on the website)?  That's the way it appears to me.

I might drop them an e-mail and see if I can engage them in a bit of discussion.

They clearly identify themselves as Old Catholic and "separate from the Roman Catholic Church", while this NJ group identifies as "Roman Catholic" and respect the authority of Quo Primum and reject the "New Mass".  Why would they care about Quo Primum and the New Mass and call themselves Roman Catholic and speak of ordinary vs. supplied jurisdiction if they were "separate from the Roman Catholic Church and ... not governed by the Pope"?  I think this group may be a spinoff of Old Catholicism that absorbed some Traditional Catholic thinking somehow.
