If they are so traditional, and have a valid Eucharist, wouldn't you expect the women to have their heads covered?

I can't account for that, if you're talking about the Milwaukee Sentinel-Journal article.  The women appear to be largely Hispanic, it's possibly a cultural thing, maybe "just not knowing", or it might be that the organization appears still to have been specifically Old Catholic.  Looking at one of the videos, the women in the choir did have white veils on.  It's also worth noting that there is a large black presence, and most of their clergy are black, and proper headwear is a huge thing among black American churchgoing women --- drive by any black Protestant church in the South when worship services are letting out, and you'll see what I mean, it's really quite inspiring, compared to Novus Ordo ways.
