We don't even know what the SSPX investigation involves. Maybe it is as simple as "Let's see your ordination card and licence". "Ok, it checks out".

Maybe the evil modernists left the priesthood and other sacraments valid just enough to maximize any sacrilege, or to avoid some immediate intervention by God.

Ergo, POSITIVE DOUBT EXISTS IF THE VERNACULAR IS USED.  PERIOD.

So Latin MUST be used in any ordination, otherwise positive doubt exists? What about the Eastern Catholic churches? I think that they have never used Latin for their ordinations, but I could be wrong.

No.  The argument is that the Latin prayers are valid.  (This is still debatable because the word "ut" is removed).

Assuming the latin prayers are valid, then the ordination IS STILL DOUBTFUL, because all new-rite Bishops are doubtful.

Their ordination rites are completely different.  Can't compare to the Latin Rite.

So there must be a an older Church teaching somewhere which states that all ordinations in the Latin rite must be said in Latin, or ordination is doubtful or invalid. Do you know if such a Church teaching exists?

No, that's not what Fr Scott is saying.  Go re-read what he wrote.
