1917 Code can. 2319:

§ 1. Subsunt excommunicationi latae sententiae Ordinario reservatae catholici:     1°. Qui matrimonium ineunt coram ministro acatholico contra praescriptum can. 1063, § 1;

§ 1. The following Catholics are excommunicated latae sententiae reserved to the Ordinary:     1°. Who contract marriage before a non-Catholic minister against can. 1063, § 1;
can. 1063, § 1 says:

Etsi ab Ecclesia obtenta sit dispensatio super impedimento mixtae religionis, coniuges nequeunt, vel ante vel post matrimonium coram Eccclesia initum, adire quoque, sive per se sive per procuratorem, ministrum acatholicuм uti sacris addictum, ad matrimonialem consensum praestandum vel renovandum.

Although a dispensation from the above impediment of mixed religioun has been obtained from the Church, the spouses cannot, either before or after the marriage entered into in the present of the Church, also go, personally or through a procurator, to a non-Catholic minister as [if to] one in ministry, in order to offer or renew matrimonial consent.
I couldn't find anything in the '83 Code saying Catholics attempting marriage in front of a non-Catholic minister incur latæ sententiæ excommunication.

Is it no longer an excommunicable offense? If so, why?

Attempting marriage in front of a non-Catholic minister is still forbidden in the 1983 CIC for Latin Catholics (1127.3). That means it would be a grave sin. It just no longer has an excommunication attached.
The 1983 CIC removed many excommunications.

My mother did this and my brother joined to make a double ring, whatever ceremony.  I read that for catholics to take on a minister/protestant is excommunication.  Then a Bishop is needed for confession.

So, my mother, a widow, wanted to marry a divorced no religion man.  So, my mother asked a new order priest, how to go abut it. (Rigid)  The New Order not priest told my mom to marry by a protestant minister. Then he said, have her new husband take instructions for baptism and my mom was to go to confession.  That is rigid.  Her sister-in-law, of a protestant sect, arranged for ceremony to take place in her home.  (The protestant minister was not about to do it in his church!)  Then my brother, not thinking, decided to join in.  And me, I was still new order (1987) and congratulated my mom.  Ten years later, I told my mom that I know better now, that the marriage was mortal sin for her.  She pretty much told me to mind my own business.  Come to find out, a few women of the church shunned my mom.
