Why do YT videos sometimes freeze?

A question for the computer nerds. Sometimes I have noticed that YouTube videos freeze every few seconds, even if they have loaded. Why? I even tried disconnecting from the internet after letting the video load in case they were requesting too much data in return during playback, but it still freezes every couple seconds and loads for a couple seconds. I have had this happen on the desktop computer and smart phone. Sometimes it happens with all videos, sometimes never, sometimes it only happens with certain videos on certain days. It makes no sense at all unless YT randomly programs the playback to intentionally lag. It is not due to a slow connection.

Plenty almost always 2 Gb to spare. I'll keep that in mind, but I really doubt that it is the problem. It seems like there is some deliberate throttling going on. Even a hard drive can transfer data plenty fast for full HD video.

Could be network bandwidth also, where it can't keep up with buffering the image.
