My phone will not connect to CathInfo when I am connected to my WiFi. I have to use cellular data to see anything when I’m at home.
But, every other WiFi network functions properly with CathInfo. Any ideas?

Contact Matthew. Your IP might have gotten onto some sort of blacklist. He talks about stuff like this from time to time. He should be able to fix it.

You need to send me your IP address so I can look it up and see if you're in the blacklist.
This is IMPORTANT because however you got on that blacklist, I didn't want you there, and chances are OTHERS are on that blacklist wrongly as well!
I'm relying on a script. Software always makes mistakes since it has ZERO common sense.

For a while on Tuesday, I could not reach the site. I just figured it had something to do with the TX power crisis, and later that day I was able to reach CI.
I would think that anyone for whom this problem was temporary is not on a blacklist.
