Just need to put 2 + 2 together, where they use this to identify and punish subversives who are not "on board" with their various agendas.

Notice toward the end that she admits CAN be used to usher in a dystopian society, but that we can make a choice about HOW to use it.  That's to disarm people who are worried about the dystopian potential, so they can sneak it in ... and once it's in there, it WILL be abused.
