It must be noted that the Index was not done away with because it is no longer needed. It was forced to dissolve because of the invention of the computer, and the change from thousands of books to millions of books. There was and is no way Rome can keep up with the proliferation of Religious material today.

Is this just his opinion, or is this the official reason the Church gave at the time?

I thought the Index was abolished due to modernism in the Church.
Some would have people believe that I'm a deceiver because I've used various handles on different Catholic forums. They only know this because I've always offered such information, unprompted. • Didn't Paul VI abolish it? Did he give a reason?

  • It was the new Springtime of VII that allows all sorts of heresies and
strange and unnatural beliefs. And that the Catholics that digest such
works will be torn from the True Faith and the narrow paths of
    salvation.

It was modernism and liberalism that was swallowed by the majority
of Bishops lead by PVI that the Holy Office no longer protects the
dogmas of the Catholic Faith. And, abolished the Index of Forbidden
    Books.

I really doubt that the Vatican had computers in 1964-65.
Everything was done the old fashioned office way.
Computers at that time where very large and only the big companies
could afford them and the maintenance were very costly.

The person who wrote this has no grasp of history.  He evidently thinks personal computers, the internet, etc. existed when the Index was abolished.  RomanCatholic1953 is correct.  What made the publishing of books online so widely available when the Index was abolished was not even being contemplated even in cutting edge science fiction.  Even Star Trek (which aired years later) didn't contemplate personal computers and the internet as we have them today.

If his knowledge of basic history of the early 1960s is this deficient, I would question anything he claims concerning any historical event.

Computers existed before the personal computer. The publishing industry began using them in the 1960s, which reduced costs, which led to a much greater number of books published than in the past.
