Here's a wonderful resource that accomplishes a lot of what you're looking for:
www.stepbible.org You can choose interlinear or side by side texts. It has a whole host of manuscripts. There's at least 5 latin vulgates a multitude of greek manuscripts to choose from, septuagints, hebrew syriac etc. At a glance I only saw a 1752 douay-rheims. Some of the greek manuscripts are tagged so when you click on a word it'll provide a brief definition and and parse it as well depending on which dictionary is active/available.
It seems modular so someone could add other douay-rheims texts or catholic commentaries like A Lapide.
There's also a desktop app. I'm not the best with technology so it probably does a whole bunch of other neat stuff as well haha.
There are other protestant Bible websites / apps that do similar things but this is the best one I've yet found. God save those poor protestants.
