What would be some of the better free-standing website creation programs, i.e., something that can be used on one's computer to create an attractive, reasonably professional-looking website, as opposed to being reliant upon on an online program such as Wix, WordPress (for heaven's sake, NOT WordPress, it's hideous!), and so on. Of course, a free shareware download would be best, but something under $50 for the whole package wouldn't be out of reason. I have in mind something where one could create a full website, and could be uploaded using a file manager program for hosting on GoDaddy or a similar service.
Any suggestions welcome.
