So, I think that was part of the problem form that one article.  When the faithful complained to Bishop Ballini, +Ballini said that he was unaware of who had oversight over Fr. Hoopes, indicating that he did not once he left for the States.  +Zendejas sounds like he wants nothing to do with him.  So it does appear that Fr. Hoopes has gone rogue, a true "vagans inter vagantes".

While I never got a straight answer, I have inferred from other posts that Hoopes had been ordained by Bishop Williamson ... so if you want to play the game of blaming a bishop for everyone he's ever ordained, that would logically blow back against the +Williamson line, outside of which Cabbage claimed there's no salvation.
