Yes. No cause can be greater than its effect. The human is the cause of the software and the computer that runs it. No tool can be more advanced than the person who created it.
Calculators are certainly better at maths than their designers.
The problem with AI is not that it's actually intelligent, or ever will be, but that it serves as an incredibly powerful, sophisticated, and ever-improving tool that is getting to the point where intelligence is becoming unnecessary. You used to need teams of intelligent people to perform calculations for you--these were the original "computers"--but now there's no job for that anymore. We're just now starting to see how this may destroy other jobs too. AI art or voice synthesis for example will never replace real high-end art or voice acting, but for graphics and voice-overs for everyday, mundane stuff? Absolutely. And that'll mean a hell of a lot less work for the average artist or voice-actor, which'll necessarily mean a lot less jobs for them. And this is all brand-new stuff, so we don't know how much better it could get.
