So does Lent actually end on Wednesday and Paschal Triduum not count as Lent? And what does this mean for Lenten resolutions if Lent technically ends on Wednesday?

The season of Lent is forty days. Counting from Ash Wednesday (March 6th this year), and excluding Sundays, the fortieth day is April 19, Holy Saturday.

I believe that technically, it ends at noon on Holy Saturday.

I think that depends on if you're going by the pre-55 or post-55 liturgy. The pre-55 liturgy ended around noon on Holy Saturday, because that's when the Easter Vigil services began. The post-55 liturgy didn't start the Easter Vigil til 10pm on Saturday night, so not sure the fast ended before then.
