    Here's some background context from someone who has family on the island: 

    1. Puerto Rico has always been managed atrociously. That's not a new phenomenon. Government inefficiency and corruption is an Olympic sport over there.

    2. Hurricane María exacerbated those problems, and this is not an exaggeration, probably tenfold. The state monopoly-run power grid is one of those, and seven years after the hurricane, things have only worsened. This type of blackout has happened multiple times before.
