It's a great idea, and very necessary. Many Novus Ordo sacraments are doubtful, and many different things contribute to the doubt. In something like confirmation, it's not as simple as just verifying matter and form. What about minister? A lot of times, the Novus Ordo priest will perform the rite. Even if the matter and form used for confirmation (inasmuch as the oils are concerned) can be verified, what about the minister? Is the "bishop" really a bishop? The "priest" really a priest? Does the "bishop" delegating the duty to the priest really have the authority to do so? Was the bishop who consecrated the oils actually a bishop? So on and so forth.
