MINNEAPOLIS, Minn. -- Minneapolis will allow broadcasts of the Muslim call to prayer at all hours, becoming the first major U.S. city to allow the announcement or “adhan” to be heard over speakers five times a day, year-round.
The Minneapolis City Council unanimously agreed Thursday to amend the city's noise ordinance, which had prevented dawn and late evening calls at certain times of the year due to noise restrictions, the Minneapolis Star Tribune reported. The vote came during the Muslim holy month of Ramadan.
“The Constitution doesn’t sleep at night,” said Jaylani Hussein, executive director of the Minnesota chapter of the Council on American-Islamic Relations, after the vote. He said the action in Minneapolis shows the world that a “nation founded on freedom of religion makes good on its promise.”
Minneapolis has had a flourishing population of East African immigrants since at least the 1990s, and mosques now are common. Three of 13 members of the council identify as Muslim. The decision drew no organized community opposition. Mayor Jacob Frey is expected to sign the measure next week.
“Minneapolis has become a city for all religions,” said Imam Mohammed Dukuly of Masjid An-Nur mosque in Minneapolis, who was among several Muslim leaders who witnessed the vote.
Three years ago, city officials worked with the Dar Al-Hijrah mosque to allow the adhan to be broadcast outdoors five times daily during Ramadan. Prayers are said when light appears at dawn, at noon, at mid- to late afternoon, at sunset and when the night sky appears. In Minnesota, dawn arrives as early as before 5:30 a.m. in summer, while sunset at the solstice happens after 9 p.m.
The city allowed year-round broadcasts last year, but only between 7 a.m. and 10 p.m. — typically excluding early morning prayer and sometimes night prayer.
At a recent public hearing, Christian and Jєωιѕн leaders expressed support for extending the hours for the adhan.

Pace the assertions of Francis, Almighty God does not will any human person to be a Muslim, but to be fair, this appears to be more of a First Amendment issue of freedom of speech and religion.  So far as I can tell, no tax dollars are involved here, it is just changing of a noise ordinance to allow calls to prayer at various times of the day hitherto restricted.  In the secular nature of things, it seems no different than allowing Angelus bells and so on.

Again, just trying to be fair.  Sadly, neither a Catholic monarchy "with teeth", nor for that matter a Catholic commonwealth, seem to be on the horizon anytime soon.  We simply don't have the numbers.

The irony is that these same liberals now so supportive of Muslim religious freedom might think twice once said Muslims reach political critical mass and are able to enact their own moral strictures in the community. Goodbye Gomorrah, goodbye letting the good times roll.

Well said SimpleMan.

If one were to do their research they would find that there was a time when some U.S. municipalities, under the influence of a protestant majority and culture, would restrict or ban Angelus bells.  I recall a news article a few years ago about a very "high church" "Anglo Catholic" church which would ring their tower bells at the elevation (some research showed that this used to be a Catholic tradition also, and almost everything "high church" Anglicans do they kept from Rome, not Crammer).  The city tried to restrict this (neighbors complained of noise on Sunday morning), as I recall that church ultimately won.  Regardless of what anyone things the U.S. "should be", it has always been a predominately secular nation with a high degree of "general liberty", as compared to other countries.  In essence, what one group is allowed to do every group is allowed to do ... so if the Angelus and announcement of Mass bells are allowed then every "religions' call" tradition needs to be respected.

I'm not saying this is "right" from a Catholic perspective, but it is what it is.

When I was a child (I was born in 1951) my parents belonged to the Legion of Mary https://www.legionofmary.ie/ (https://www.legionofmary.ie/).  They would go visit the homes of people to talk about the Catholic faith (sometimes they would go as a couple, sometimes dad would go with another man or mom with another woman).  I'm thinking who they visited may have been referrals from the parish pastor (priests can't be everywhere), but I don't know.  When I was in middle school the parish where I went to school (we had a farm and lived in a nearby mission parish) would have seminarians every summer (I don't know what year of formation).  Among other duties assigned by the pastor they would go 2 by 2 door to door around town ... black dress shoes, black slacks, white shirts, ties (no jacket, it would be in the 90's or 100's here in the summer).  The Knights of Columbus councils (there are 5 in the area now) would have a booth at the bi-county fair (like the Giddeon's handing out their bibles).  Today every August / early September they put ads in the local paper announcing the upcoming RCIA programs and in December they pay for area billboards to have the "Keep Christ in Christmas" message.

My point is that throughout history Catholicism has never been a "cut and run" faith, and only rarely has a "semi gnostic" / secretive / bunker / catacomb mentality been considered appropriate or necessary.  Rather than having a "time to get the hell out of here" attitude I think Catholics should make sure that their Angelus bells are ringing and going out two by two to knock on the doors of their neighbors (especially if they are new immigrants) to hand them a Baltimore Catechism.

I know what you're saying (humanly speaking) but let me interject some positivity, if I may.  God has never needed "numbers" to win.  A plethora of examples in the Old Testament and even in modern history.  As for the prophecized catholic monarch and the Holy Pope, let us mediate on these consoling prophecies:


St. Methodius (4th century). "'A day will come when the enemies of Christ will boast of having conquered the whole world. They will say: 'Christians cannot escape now!'  But a Great King will arise to fight the enemies of God. He will defeat then1, and peace will be given to the world, and the Church will be freed from her anxieties."

St. Cataldus (5th century). "The Great King will wage war until the age of forty. He will assemble great armies, and hurl back the tyrants out of his empire."

Wars and wonders shall befall till the people believe in Christ toward the end of the world."

Monk Adso (10th century). "Some of our Teachers say that a King of the Franks will possess the entire Roman Empire. He will be the greatest and the last of all Monarchs. After having wisely governed his kingdom, he will go in the end to Jerusalem and will lay down his sceptre and his crown upon the Mount of Olives. Immediately afterwards, Antichrist will come."


Abbot Joachin Merlin (13th century). "After many long sufferings endured by Christians, and after too great an effusion of innocent blood, the Lord shall give peace and happiness to the desolated nations. A remarkable Pope will be seated on the pontifical Throne under the special protection of the Angels. Holy and full of gentleness, he shall undo all wrong; he shall recover the Estate of the Church, and reunite the exiled temporal powers. He shall be revered by everybody,and shall recover the Kingdom of Jerusalem.

Similar to what Trad123 said, the period of "peace" will be short (but this "peace" describes holy living), but the unraveling and rot of this peace will take a few generations.  The Middle Ages was a few hundred years but the height of Christendom was just 1 century (13th) and even that period wasn't a utopia.  Also, look at how quickly things went corrupt in just 70 years post V2.  It doesn't take long.

In this period of peace, the whole world (generally speaking, from a govt-sponsored aspect) will be catholic.  God will give "good and plenty" to the Church and the people will get lazy and lukewarm.  Then the Great Monarch dies and his Empire is divided into 10 kingdoms.  Then, eventually, there are wars among the kings.  (A sign of social/moral culture, as war is a punishment for sin). 

When the anti-christ comes onto the scene (at a young age), there will be the prophets who will push his "new age" corruption and the vast majority of the Catholic world will "fall away" (as St Paul foretold).  Antichrist only reigns for 3.5 years at the age of 30-33 (to mock Our Lord) but he is known as a great youthful military leader at a young age (teens?).  So the buildup from his youth til 30 is a good 10 years.  Add the period of corruption after the Great Monarch dies til the 10 kings fight and this post-peace/pre-antichrist period could easily be 30 years til antichrist comes onto the scene and his prophets prepare the world for his reign.

So, just a guess, but 40 years of true, holy peace under a Holy Pope and a Holy Emperor.  Then 30 years of corruption/war, post death of Emperor.  10 years of young antichrist til he assumes power.  All this could easily happen in 80 years.  Maybe a bit more.

Maybe I just know my history, but for me, Muslims are just too "different" and they always refuse assimilation into American culture. Therefore, I don't believe they should be here, they don't belong here, and should find SOME Muslim country to go live in.

America can't embrace that kind of variety; it just doesn't work. Know your history. Muslims want to conquer the world with their religion.

And remember, there's more than one way to conquer a people. You can do it with guns/conquest, or with wombs/birthrate.

Then I don't know what to tell you.  Looking solely to the Constitution, this might fall under First Amendment protections of free speech and free exercise of religion, I don't know how far that goes when you have prayers specific to one religion, for a duration of several minutes.  The FA might protect the Angelus/Creed scenario you describe as well.  What about playing religious Christmas carols with singing of lyrics on your front yard display?  How loud could it be?  For how long could it last?  (I refer both to duration at any one time, and to permanence.  Christmas carols would only be for about a month, for a few hours in the evening, whereas the Muslim call to prayer, like the hypothetical Angelus/Creed scenario, wouldn't be specific to one time of year.)

The scenario you describe has all the hallmarks of a Supreme Court landmark case.

If it were only during Ramadan, restricted to Somali neighborhoods and done by a private party, I could understand it in principle. Ramadan is big enough that many secular Muslims who drink, smoke and eat pork eleven months out of the year will sometimes fast.

At the same time, the first of five daily Islamic prayers is at 4 in the morning and Ramadan is over in 5 days. I see an Establishment Clause case here.

Do you have any idea what kind of command the Angels have over the physical world?

It sounds great, and we all wonder why God doesn't do this right now. But I for one understand at least a bit. When God steps in (like in the early days of the Church) it almost forces a build up of the Church. But it also ups the ante. If the Restoration happened, say, 30 years before God's intended time, then the End of the World would necessarily have to come 30 years early as well! But maybe God doesn't WANT the End of the World (End of time) to happen 30 years early. And maybe most of us would agree, if we understood this!

So it doesn't take much imagination to understand that God has His mysterious reasons -- that He knows best.

But the takeaway is that we need to trust God, that He IS in control, not just in theory but in reality and in fact. And if we trust in God, then we can't and shouldn't lose heart in this Crisis, no matter how bad it seems to get. No matter what happens to Mass availability, no matter how many priests "leave" for this or that reason, no matter how many scandals, controversies, splits, general strife -- we must continue to serve God and do our best.

Right.  And i've heard many stories where an angel simply stood behind someone they wanted to protect and the evil doers were so scared AT THE SIGHT of an angel, they fled.  :laugh1:  The angel didn't even do anything but give a stern look; that's how powerful they are.  Now imagine if they started swinging a sword of light and fire?  The "bad guys" would die of terror.

In Brooklyn, New York, an all-volunteer team of Muslim residents have formed a neighborhood patrol squad.
Launched in early 2019, these “Muslim Community Patrols”, or MCP, drive through Brooklyn neighborhoods in what look like official police cruisers with the stated goal of protecting mosques. Its fleet currently consists of two cars but is expected to have five patrol vehicles by the end of the month, with plans to eventually expand citywide. Noor Rabah, vice president of the Muslim Community Patrol, has described the group (https://www.nytimes.com/2019/02/03/nyregion/muslim-community-patrol-brooklyn.html) as “like a neighborhood watch but on steroids.”
The group currently has the support of Brooklyn’s borough president, Eric Adams, and of Brian J. Conroy, the commanding officer of patrol borough Brooklyn South. According to its leaders, the group is self-funded and purchased their uniforms and patrol cars with donations. Its members recently underwent training by police officers from the NYPD’s 72nd precinct, and say they plan to work alongside the police force to bridge the gap between law enforcement and locals.
The organization’s official website (https://www.muslimcps.org/) displays a quote from the Quran, and states that the patrol group aims to “not only serve as watchmen but, serviceman aiding the youth in our communities by enabling them with resources such as mentorship and career training. Mentors will work side by side, and keep them under their wing to ensure a growing success.”
But many residents have expressed alarm over the group’s presence, including some members of the local Muslim community, who have questioned the need for the patrol. Somia Elrowmeim, a member of the Arab American Association of New York, said of the group, “We don’t want you near our community.”
Other locals are wary of the group’s intentions, suspecting the patrol squad’s real goal is to enforce Sharia law or to target non-Muslim residents of the community. It adds, “The visible presence of the Muslim Community Patrol will act as a deterrent to neighborhood crime. Acting as an extra set of eyes for the NYPD, neighborhoods will be safer than ever.”
Group officials have stated that they do not intend to impose Sharia law, with vice president Rabah telling local reporters, “It’s not about ‘Sharia Law.’ It’s about Muslims taking care of people in our community.” Despite this, many New Yorkers have expressed doubt, understandably alarmed that the group may be more like the “Muslim patrols” overseas than the average neighborhood safety patrol.

New York City Police have been allowing civilians in culture-specific groups to patrol specific areas within the city. The groups have their own patrol cars and uniforms – one of the groups is the “Muslim Community Patrol,” according to the New York Post (https://nypost.com/2018/12/24/new-york-muslims-have-a-new-security-patrol-group/?fbclid=IwAR1NlVLUbx3aUaKalB8VmbDvQJDn_2tRVlIe2ZzEgfDxK-L8ZCefKeRKo2E). Their car is identical to an NYPD vehicle, but the words on the car are different. It was spotted in the Bay Ridge area that has a “Burgeoning Muslim population.” They are not the only civilian volunteers on patrol, but the their presence has people concerned that “Sharia patrols” could take over the districts where they live.
The quasi-official community patrols could pose a giant problem for the NYPD. In some foreign cities, Sharia patrols are known for attacking passersby over non-Muslim clothing, alcohol, or other violations of their law that are not violations of the law of the land. While some have emphatically stated it couldn’t happen in America, the formation of this “Muslim Community Patrol” is a concern to many. Note that the words “Courtesy, Professionalism, Respect” are missing from the MCP car, but are present on the other two civilian vehicles. And there are Arabic words on the portion of the car where precinct number is normally shown.

The Citizen’s Police Academy states:
“Each session addresses key NYPD initiatives in lectures, videos, roleplaying events, tactical exercises, and interdisciplinary workshops led by Police Academy instructors and representatives of other specialized units. Curricular coursework touches on domestic violence, gang violence, mental health, firearms simulation, counterterrorism, and use of force. Lessons are continuously revised to ensure content is current and relevant.”
There are similar patrols in the Hasidic community in Brooklyn’s Borough Park – called the Shomrim Society, (South Brooklyn Safety Patrol- Shomrim translates to “guardians or protectors”). 2023 update

MCP&S originally had a force of three patrol cars when it first formed in November 2018, but it now has seven cars on the streets of NYC with the intention of purchasing 23 more cars in the near future.
The MCP cars are nearly identical to NYPD patrol cars, with both having Ford Taurus models and both sharing similar decal schemes, colors and emblems.
Though the MCP cars do not have physical lights on their hoods, they do have emergency flashing lights in the front and back windshields.
“A lot of people can’t tell them apart,” said the informer.  “In fact, most people think they are NYPD detective cars, especially if they are driving behind you.”
Significantly, some MCP officers have been driving their patrol cars with their emergency lights in continuous flash mode, even when not responding to an emergency.
“They never turn them off and people are seeing these lights and thinking, NYPD,” the informer stated.
The cars also have sirens, which another informer says is being used to intimidate people.
“They turn on their sirens when they see non-Muslims park next to a mosque during Friday prayer services,” said the second informer. 
“They get out of their cars and start humiliating these people, telling them they have to move their cars and that they can’t park next to a mosque because they’re not a Muslim, even though it’s completely legal for them to park there,” he said.
In addition, MCP officers are patrolling sidewalks near mosques and stripping people of their open containers of alcohol.  Though open containers of alcohol are a city violation, an NYPD officer issuing a ticket typically resolves it.
“In some cases, these MCP officers are kicking the beer out of their hands or yanking it from them and pouring it out on the streets,” the informer said.  “These guys aren’t police officers and they don’t have the right to take someone else’s property and destroy it, even if a person is committing an offense.”
They talk to these people like the ARE the police,” he said.  “And a lot of people in the Bed-Stuy community are getting fed up with it.  Some are demanding a meeting with the district attorney, including the Muslims in the community.”
Both informants, however, agree that the NYPD still favors the “services” provided by officers who drive the Muslim Community Patrol Cars.
“The local captain, he doesn’t care if they’re enforcing Sharia law.  The police see them as helping them with their jobs.”

There are Somali Christians, both in Somalia and here.

I highly doubt it's the Somali Christians who are behind the five-calls-per-day to prayer.   

And yes, there are some Christian Somalis here in the U.S. Where I go to Mass, one converted.  Someone is responsible for spreading the gospel to that convert.  No one from here, though, that I can guarantee.
