I was hoping that someone from Italy or Germany or perhaps somewhere else in continetntal Europe (or elsewhere!) might be able to give an informed assessment.
But I can assure you that it was not California or even anywhere else in America, in all probability.
This is entirely based on the door's edge, the door jamb (the wall next to the door) and the visible door hardware, which is the handle, escucheon plate, keyhole, latch and (absence of) the strike.
The design and arrangement you see in this photo is typical of doorways found in Italy, and in some parts of Germany, in commercial buildings such as hotels.
The white gloves, it seems to me, could be from anywhere, but I'm not much experienced with that subject. Also, the uniform worn by the attendant could be anywhere as well, as far as I know, but again, that's not my field, so perhaps it is typical of some region or some particular hotel in some country. I was hoping someone else might know.
The whole point is that you can get a lot of information out of a seemingly everyday photograph, when you look at the clues right there for all to see.
This photo could only have been taken in America if great effort had been applied to making it look like it was being taken in Italy, for example. But it is a shot that would be quite easy to achieve in Italy, at just about any 5-star hotel. You might have to tip the waiter, is all.
