As St. Paul writes, it is the duty of the wife to submit to her husband, and her husband to love her as Christ loves the Church. He is to lift her, so she can bend to him.
Have you had a loving chat with your wife? She should be veiling, that is for God, and wearing skirts and dresses is part of the beauty of being feminine.
I'm a young woman, so if I may share a little advice as a woman: women respond well to gentleness and a kind of sweetness, to get her to feel excited about veils, to build and lift her, so she can respond lovingly to you, too, so she can bend to you. Pray with her. Encourage her. Talk to her about saints, like St. Clare, like St. Veronica, like St. Rita, like the Blessed Virgin. Especially the Virgin!
The last commandment of Jesus, is to love. Through love, all things are possible.
