Teachers are not allowed to discipline students, or you could see law suits.  I was on the school buses as an assistant to the driver for 10 years.  It is  bests to leave a Communist run dept. of education!  I knew a teacher of 1-3rd grades.  She left when she and other teachers were taught to talk students out of punching out other students which the procedure  takes 20 minutes!  As a teacher, you can not touch or get in the middle of fights.
