Not sure I understand what you mean by the distinction

Ruled as in being told what to do and doing it, not unlike Christ's relationship to His Church, as opposed to being led, which connotes (possibly not intrinsically, but in actual practice) one rising from among the masses and being subject to their consent.

Monarchy is the form of government which most resembles the relationship of God to man.  That said, creating it where it does not already exist could be like, to use the Polish expression, making an aquarium out of fish soup.  You can easily make an aquarium into fish soup, but making fish soup back into an aquarium is considerably more difficult.

two angels flanking the Crown
the Heart on top has the piercing on the right and sun rays behind it.
The oval emblem on the bottom has Saint Michael trouncing satan
The Holy Ghost as a dove applied over the "Iron Cross"- well the same shape as an iron cross
I don't know what the "H's" are for
And of course the Fleur de Lis'
