Would it ever be acceptable for a sede catholic to smoke marijuina in a country where its legal, i.e. netherlands, and if the catholic doesn't get high? For example, he slowly puffs on a joint over a long period of time but does not get high.........he is just trying to relax like using alchohol. I have always wondered this.

Regardless of whatever roscoe tells you, smoking pot IS sinful. There is no way you can continuously smoke it and not get addicted or high at some point.

It's Wikipedia so take it for what it's worth. I am using this as a source as it is the only one in the search that was not a cannabis type special interest in the URL address. I have heard personal anecdotes of the benefits of MMJ in regards to pain, the treatment of sleep disorders, and even treatments for debilitating diseases(where pharmaceuticals did no good).

Edit to add: I don't smoke pot for any reason, but would consider it in a medicinal context.

If a Traditional priest says we should never smoke it, I'm more inclined to listen to him over Wikipedia.

It's never been proven that marijuana is a helpful drug. So far it's only been proven that enough of it can disrupt your thinking and behavior, and that's reason enough for me not to use it.

Yes, it has. Many times over. If a traditional priest told you that driving over the speed limit and therefore puts you at risk of violating the 4th, would you have this on your mind if you had to rush to the hospital for a family member--or try to evade an attacker?
