A technical point, and I'm not meaning to imply that misinformation is being presented by LifeSite News, but the quoted paragraph should read: "...
permanent deacons, who MAY BE married ...". A married man may be ordained to the permanent deaconate. If he becomes widowed he cannot remarry. If a single man is a candidate for ordination to the deaconate he takes a vow of celibacy.
